at National Convention

Subject:       Republican National Hispanic Assembly RNHA will hold its national
                   convention in Washington D.C. on April 27 through 29, 2001.

California will be represented by three RNHA delegates.  From the Antelope Valley will be Richard Loa, RNHA National Committeeman, from San Diego will be Angie Painter, National Committeewoman, and Theresa Speaker RNHA delegate from Sacramento, California. At stake during the convention will be the election of the Board of directors. The most notable election will be the contest for national Chair, which is currently held by Jose “Cheo" Rivera who is being challenged by Massey Villareal from Texas.

The balance of the convention will focus on the development and mentoring of Hispanic Republicans in local races, fundraising for local campaigns, and political education to take the Republican message to Hispanics across the nation.

President Bush has pledged to work with RNHA on a four year strategy to include Latinos in voter outreach and campaign development and planning. A preliminary strategy has been drawn up for consideration by the convention delegates. "A successful four year plan will allow the RNHA to support President Bush while laying out a plan to empower Hispanic Republicans nationally and at the local level," declared Chairman Jose Rivera in a letter calling NHRA delegates to the convention.

Locally, Attorney Richard Loa, in his capacity as committeeman from California will use this trip to the convention in Washington as an opportunity to bring back sharpened skills on taking the Republican message to Hispanics at the local level.

Loa’s specific goal in attending the convention is to gain the tools necessary to fulfill the local RNHA objectives which is to build a membership organization to foster the principles of the Republican Party in the Hispanic community; to provide Hispanic Americans with a forum to play an influential role in local, state, and national Party activities; to increase the number of Hispanic Republican elected officials; and to create and maintain a network of Hispanic Republican leaders.

RNHA has pledged to register 2,000 new Hispanic Republicans in California. They have also pledged to double the number statewide chapters by December 31, 2001. One means to accomplish this is to dedicate significant resources to support Republican representation at citizenship ceremonies to embrace newly sworn in Americans and aid them registering to vote.
